Probably Tsai Yuan-pei (1868-1940) also spelled as Cai Yuanpei), "the leading liberal educator of early twentieth-century China," according to UNESCO. I had been coming to the same conclusion as to who it probably was, but didn't find a photo to support my conjecture. (1870 – 1915) Thomas Galway Houston, OBE, MA, FRSAI Royal Society of Antiquaries of Ireland served the school for 45 years, enjoying a long retirement in Portstewart until his death in 1939 at the age of 96. Houston served as a member of the Senate in the Stormont Parliament for Queen's University, Belfast.

Otherwise, detail on him is proving elusive in the newspapers. "John H. Payne Field" was named after Col. John Howard Payne (USAAF) (July 27, 1913 - January 11, 1943), lost when the B-24 he was commanding was shot down over Naples, Italy. Payne Field is the site of today's Cairo International Airport (CAI / HECA).
