Possibly Mrs. Walter Mortimer Werner, mother of Charlotte Foxwell Werner, living at 124 West 55th St. in New York City as of December 1, 1917, when Charlotte was married. See NYT Of Dec 2, 1917. query.nytimes.com/gst/abstract.html?res=F30713FF355E11738... If so, fultonhistory.com/Newspaper%2014/New%20York%20NY%20Herald... indicates that she was a daughter of a Mr. George Foxwell of New York City, and was married to Werner in 1893 -- mentioned in an announcement of her younger sister's wedding (in right-hand column).
