Lloyds Bank was among the first property owners to clean their stone facade. Lower down there's another clean premises - possibly the old Bank of England building? No parking meters or significant parking restrictions at that time, but double parking must have hastened the day when controls became much stricter.,

Edgar Truman Brackett (1853-1924), Senator from New York: www.onlinebiographies.info/ny/sara/brackett-et.htm A Hiram R. Wood (not Vood) was an active NY Democrat who ran for the House of Representatives in 1920. Might could be this guy.

The steps in the background probably are those of the New York State Capitol, in Albany.
