This is in Gent, Flanders, Belgium. More exactly on the corner of the Koningin Elisabethlaan and the Maria Hendrikaplein. It is 100m away from the Sint-Pieters train station of Gent. The main houses and buildings are today as on the picture. Many hotels, shops, bars... have now different names or don't exist anymore. If this was taken during the TDF of 1960, it would have been on the 27th of June 1960 and not the 28th. On the 27th June, the TDF stage was Brussels - Malo les Bains passing through Gent. A link to a map with the photographers POV. If this picture is uncut, it looks like taken with a medium format camera with a 80mm lens.
