Probably at Peekskill, NY NYT of Feb 21, 1915 query.nytimes.com/gst/abstract.html?res=9E0DE3DE123FE233A... indicated that exercises would be held that day. Participating was Company F of the 71st Regiment and faculty and students of the New York School of the Line.

Thanks for identifying Appleton and for connecting this and related photos up with the probable event. Although I haven't yet found this specific photo reproduced, I did find testimony that pictures of the proceedings were considered newsworthy in a New-York Tribune advertisement (July 23, 1915), seen via the historic American newspapers site, Chronicling America: chroniclingamerica.loc.gov/lccn/sn83030214/1915-07-23/ed-... (lower right). We'll add information when we next update the description.
