The light cruiser USS Phoenix (CL-46). Surviving unharmed after the Japanese sneak-attack on Pearl Harbor on December 7, 1941, the ship would serve and fight throughout the Second World War. She would be sold to Argentina in 1951. As the Argentine Navy's ARA General Belgrano (C-4), she would be torpedoed and sunk by Royal Navy nuclear-powered attack submarine HMS Conqueror in May 1982 during the Falkland Islands War. At the same time though, the lettering on the bow, admittedly very obscured doesn't look like the tops of the word "Moreno" to my admittedly bad eyes. Looks perhaps like a "YA" in the middle?

It clearly says Rivadavia. First president of Argentina, and future name of the battleship.
