Yes and no. This is a snapshot, most likely taken by a box or small bellows camera. If the photographer doesn't have a steady hand when hitting the trigger, then this happens. Minute exposures were common, but I believe more so in professional studios. This has "snapshot" all over it.

The Kalang and Koondooloo were made obsolete as car ferries, following the opening of the Sydney Harbour Bridge in 1932, and eventually converted to Harbour Showboats, immediately popular with the public , Kalang later renamed the 'Sydney Queen'.
