    Looks to be the Austro-Hungarian Battleship Wien (Vienna), built 1898, sunk 1916 (or 1917) during WWI by the Italians (apparently), later salvaged, according to this Wikipedia article, and there are also some NY Times references, such as 12 December 1917.

    The title should be Austria, the r is missing. On 09.12.1917 the Italians tried to sink her and her sister in Trieste in their port by torpedo boats. The MAS-9 and MAS-13 entered port unnoticed, and fired their torpedoes. At 02:32 the Wien received two torpedo-hits, sank within five minutes. 46 men perished.
