That's Mae Ella Nolan (1886-1973) of San Francisco, whose husband John Ignatius Nolan (1874-1822) was a labor leader and Congressman. After he died, she took over his seat in Congress. I don't think she's his wife. I think she is his mother. It doesn't say wife on the photo anywhere and he is very much younger than her. Also they are posed distant from one another, not like a husband/wife pose. Also, if you look closely you can see they have similar facial features.
