Robley Dunglison Evans (1846-1912), Civil War veteran, commanded a battleship during the Spanish-American War, commanded the Atlantic Fleet from 1905, called "Fighting Bob." There have been two US Navy destroyers named for Evans: www.history.navy.mil/photos/pers-us/uspers-e/rd-evans.htm

The Japanese Admiral at right is not "Yamamota", but rather "Yamamoto". He is not to be confused with Admiral Isoroku Yamamato, famous of WW Two exploits. He is Yamamoto Gonnohyōe, or Admiral Count Yamamoto Gonbee. From wikipedia: "Yamamoto's subsequent rise through the ranks was rapid: rear admiral (1895); vice admiral and Navy Minister (1898). He was raised to the rank of danshaku (baron) under the kazoku peerage system in 1902; and he was promoted to the rank of admiral in 1904. As Minister of the Navy during the Russo-Japanese War, Yamamoto showed strong leadership and was responsible for appointing Tōgō Heihachirō as commander-in-chief of the Combined Fleet. He gave voice to Tōgō's reports when he read his aloud his reports from the war to the assembled Diet.[2] Yamamoto was elevated to hakushaku (count) in 1907. The two admirals met on both those days inthe midst of Admiral Baron Yamamoto's July 1907 trip to the USA. The met at the New York Navy Yard, and at a luncheon at the hotel Astor on July 11. Thanks for the information (and correct spelling of Yamamoto's name!) It's helpful to know what likely made the photo newsworthy for the Bain News Service. Another photo held by the Library of Congress, hdl.loc.gov/loc.pnp/cph.3c03788 copyrighted by Bain in 1907 is inscribed 7/10/07 so your suspicions about the occasion are correct. (That photo was incorrectly attributed as Isoroku Yamamoto but the record has been corrected and will soon appear in the public catalog correctly.) The date in reverse on the upper edge of the negative, 8/24/13, may indicate that the photo was used when Yamamoto Gonnohyōe became prime minister. We'll adjust the description when we update the record

There is a copy of this image in TNA CO 822/770, where it is captioned, 'Ex-soldier Chokamali bin Matigani wearing the Mention-in-Despatches he was awarded in Italian Somaliland in the last war'.
