"GALVESTON, Texas, April 26. -- Driven out of Mexico by armed mobs 2,654 Americans have arrived here in the last twenty-four hours. Many of them suffered tortures before they were able to escape. Some were shot at by Mexican soldiers. Women and children received no favors at the hands of Mexican Federals or rebels. " The anger seems to have been a response to the US fleet arriving off Vera Cruz.

    Possibly at the Naval Review 14 October 1912 in New York, where a couple of other photos of US warships in the Bain collection were taken--see comments on photo of the Delaware, for instance. There is a Naval Historical Center page on the Mayflower: USS Mayflower (1898-1931, later PY-1) The ship has a long and fascinating history--see the Wikipedia article.
