Smith who had "previously been commissioned as Governor of Guam. www.worldstatesmen.org/Guam.html indicates he was Governor of Guam from 30 May 1916 to 15 Nov 1918 and lists him as Roy Campbell Smith. NYT of March 25, 1913 query.nytimes.com/gst/abstract.html?res=F60812FC345E13738... names Capt. Roy C. Smith as in command of the Arkansas. www.history.navy.mil/photos/albums/s582/s582-i.htm places Capt. Roy C. Smith as in command of the Arkansas in December 1913. The album has a couple of pictures of him at a distance; they are consistent with this picture (white beard), but hardly confirming. The Arkansas participated in the landings at Vera Cruz.

Roy Campbell Smith and says "Captain Roy Campbell Smith was the commanding officer of the battleship Arkansas (BB-33) from 17 Sept. 1912 to 13 Oct. 1914." So this picture belongs with the earlier batch of pictures of Navy Officers associated with the actions at Vera Cruz and Tampico on the Atlantic coast of Mexico.
