I do not see any of the four, birth or death, in the records. Possibly in the UK?

O'Kelly was born in 1882 - younger than all of these Dillons.

In todays image, we see a couple of fenceposts in the background. Those are still visible in Streetview, but in the 90 years since, a row of pine trees has been planted and grown at the boundary.

At top is inscribed something like “In memory of the daughters of James? and Agnes M Dillon”

The hat and the roof of the grandstand match this picture from the Illustrated London News of 26th August 1950.

Edit: but I'm not sure about the collar.

Judging from a picture in the Illustrated Sporting and Dramatic News - Wednesday 24 August 1949 (which includes the presidental collar, matching this time), The picture was taken at the 1949 event, and the military man on the right is Prince Bernhard of the Netherlands.
