Dublin Zoo is one of the worlds most successful breeders of Lions. At the time of this shot, they were housed in old style Victorian cages inside the Russell House, - a lovely building in itself. Their space was quite small, and you could get very close to the big cats. Thats when Zoos were for people, now Zoos are for animals.

Edit: but I'm not sure about the collar.

Judging from a picture in the Illustrated Sporting and Dramatic News - Wednesday 24 August 1949 (which includes the presidental collar, matching this time), The picture was taken at the 1949 event, and the military man on the right is Prince Bernhard of the Netherlands.
