This is probably Walston Levi Locke. B Jan 24, 1896 in South Carolina, d Jul 5, 1993 in Charlotte, NC Found via Ancestry.com and good ol' Google. Poking around trying to determine who it was, I found an interview of him taken in1984 when he was 88 on Youtube. www.youtube.com/watch?v=qFh6Oscg3Vw

Uncle Walston Levi Locke worked at a rehabilitation facility for the war department in Washington from the early 1920's until he retired in the 1960's. He was a World War I veteran. I don't think he ever became an officer, and I don't recall him ever being referred to as "captain". The man in this photograph bears little resemblance to the images we have of Walston when he was in his 30's and 40's, but I will send a copy to his son in Florida, Walston, Jr., and see what he can tell me. One thing about it, this gentlemen might be a relative from another branch of the family, and this may help another Locke researcher, like myself, locate a missing relative...

A White House Historical Association book (snippet available online) mentions a Lieutenant E.P. Locke Jr. who in 1934 "handled White House projects for the Office of Public Buildings and Grounds of the National Park Service." It appears our lieutenant was promoted shortly thereafter, as several newspaper articles from '35-37 identify a Captain E.P. Locke as the "army engineer in charge of the White House physical plant". The Trenton Evening Times gives Locke's first name as Edwin in their 15 October 1937 edition. Sadly I can't find any info beyond that, but maybe others can sleuth out more now that we've got a full(ish) name?
