Probably on 15 December 1959, when he announced the introduction of "responsible government " (Madaraka). The Government ministers are on the left of the picture. The elected members are opposite them on the right. The Speaker of the Council, the Hon A Y A Karimjee, wearing the wig, sits with his back to the camera. The Chief Justice has a special place at the back of the hall, on the Governor's right.

    I saw similar fishing by lantern in lake Tanganyika a few years ago, off Kigoma. Maybe this picture is also from there...?
