The Governor, Sir Richard Turnbull, KCMG, addressing the Tanganyika Legislative Council, in the Karimjee Hall, Dar es Salaam. Probably on 15 December 1959, when he announced the introduction of "responsible government " (Madaraka). The Government ministers are on the left of the picture. The elected members are opposite them on the right. The Speaker of the Council, the Hon A Y A Karimjee, wearing the wig, sits with his back to the camera. The Chief Justice has a special place at the back of the hall, on the Governor's right.
