I think the answer lies in the wisteria ... There is an excellent slide show of Lodge photos here - news.domain.com.au/photogallery/domain/the-pms-home-in-ca... . No.30 of 37 shows Joseph Lyons, his wife Enid, and eleven (!) children on the lawn in 1939. The plants are all a little larger than in this photo, so this is earlier, probably 1938, as many of the railway carriage decoration photos. (No.28 is also of interest, but is reversed).

Also a colourised version "ca. 1920-ca. 1950" here - www.slv.vic.gov.au/pcards/gid/slv-pic-aab09728/1/pc000049 (Via a Trove pictures search for "The Lodge Canberra") Clear as mud! I think a Parliamentary Inquiry and Royal Commission is required ...
not to mention a TV mini series- already done!
