www.eonimages.com/media/e8d72e44-41ef-11e0-93cf-abd293eb3... has given this photo the caption "Red Cross Hospital on Formosa (Taiwan). Note: Flying in front of the building are the flags of the Red Cross and of Japan, which garnered control of the island of Formosa from China during the Sino-Japanese war of 1894-1895."

The Construction of National Identity in Taiwan's Media, 1896-2012, page 161 books.google.com/books?id=qdhXAwAAQBAJ&pg=PA161&l... indicates that the KMT (Kuomintang) occupied the building after WWII and demolished it in 1994.
