Note: Flying in front of the building are the flags of the Red Cross and of Japan, which garnered control of the island of Formosa from China during the Sino-Japanese war of 1894-1895."

  The same hospital is visible here: www.flickr.com/photos/ssave/28159013382/ According to that, it was at Taihoku (now Taipei).
