in this picture and the other of the same boat, the gentleman seems to be very intently aiming a machine gun that has no ammo belt hooked up to it.

Samuel Seabury was a New York State judge in the 1910s, and in 1916 resigned to seek the governorship. In the early thirties he lead the Seabury Commission that investigated and cleaned up corruption in New York City courts.

In 1913, Seabury was the unsuccessful Progressive Party candidate for an Associate Justice vacancy on the New York State Court of Appeals. The photo bears Bain's date of August 7, 1913 -- perhaps the time when Seabury announced his candidacy.
