The computer rack says, "Plessey Peripheral Systems" and might be what one article describes as their Digital Equipment Corporation (DEC) PDP-11. The terminal at left of the rack on the table looks like a terminal used with DEC PDP-11 systems. The printer at far right is either a Printronix P300 (if 300 lines per minute) pr P-600.

I believe this is from the 1911 food riots in France -- the photograph actually says St. Quentin. Plus the french sign in the background and the cobblestone streets would indicate france as well.

Yes, the broken door reads "estaminet" which means bistro or small cafe in french.

Saint-Quentin is a commune in the Aisne départment in Picardy in northern France. It has been identified as the Augusta Veromanduorum of antiquity. It is named after Saint Quentin, who is said to have been martyred here in the 3rd century. Source: en.wikipedia.org/wiki/Saint-Quentin,_France
