The number scratched out indicates it was originally cataloged near other Bain pictures of the Citizen's Preparedness Parade, held on May 13, 1916.
The negative and label are dated then as well.
A photo with the same caption, taken from around 39th St. and Fifth Ave,, looking northeast.

The street sign in this one (W., 37th Street) indicates that it was taken a few blocks south of the other.

The buildings on the east side of 5th, between 37th and 38th, were still there last September:

The day book., May 18, 1916, NOON EDITION, Image 23 chroniclingamerica.loc.gov/lccn/sn83045487/1916-05-18/ed-... has her in the same outfit in a collage of four Roosevelts who participated in the 5/13/1916 Preparedness March in New York.
