Yes, it was common to display the post-mortem portraits and distribute them to family members as well.

It was common during that period to have these types of photos and display them. Even today, families with infants that are stillborn or die at birth often take photos of the child but do not display or share them

Placing a dead person on a mantle was just for "decorating" the casket where the corpse lies making this kind of portraits more natural as if the person, in this case a baby, was sleeping.
