  This is probably Leland Stanford Scott, a Stanford University senior when he set a world record in the pole vault at a college meet between Stanford and Colorado, which took place in Boulder on May 27, 1910 (the third and fourth listings, a couple of scrolls down from the top on this web page.) I've been unable to discover if Scott was related to University founder Leland Stanford, or was just named after him.

  I think this is really Harry S. Babcock, winner of the 1912 Olympic Pole Vault competition.

  A N.Y. Times article dated May 9, 1909 lists both H.S. Babcock and T.S. Babcock as members of the Columbia Track Team. The two men were both pole vaulters and were tied for first place in the meet reported in the article. Link to NY Times archive
