The statue is of Victor Emanuel II. There are several equestrian statues of him. Still hunting for the right one.

Piazza Libertà, Udine The Italian wikipedia says that the square was previously called Piazza Vittorio Emanuele II (since 1866), and the statue was there from 1886 to 1947. (swanq: I had the same idea, and probably I would have found it earlier if I had identified the word "FRIULANI" in the inscription "A VITTORIO EMANUELE II / I FRIULANI / MDCCCLXXXII" (s. udine.diariodelweb.it/udine/articolo/?nid=20160525_382816))
