    This is a drummer from "The President's Own" US Marine Band. It appears that the picture is taken on the parade deck of Marine Barracks, Washington, DC. The white in the background looks like a wing of the Home of the Commandants and the window to the left looks like it belongs to one of the officers quarters buildings.

    This gentleman is Charlie Owen, Marimba Soloist with the United States Marine Band and timpanist with the U.S. Marine Band and Orchestra under the direction of Colonel Taylor Branson and Col. William Santelmann from 1934–54.
