    They look rather like oil rigs but this looks more like the preparation for some kind of display like a high wire act. There is a flag flying on the building in the background that I can't identify.

    The towers are being clad with boards, so I think they are decorative. I"m thinking they span a wide street and could support a big sign under which a parade could march.

    Art Siegel That's a good idea. The other photographs in the sequence in the LOC archive appear to be records of all the military and political delegates at the Washington Conference on the Limitation of Armaments and Pacific Questions of 1921/1922. It may have been part of that.

    Paul Jackson I think you are right. The building in the background is the Pan American Union building, now the Organization of American States (seen from the south, at Constitution and 17th St. NW). That was where Washington Conference committee meetings and closed sessions were held.

    There's such a European look to the architecture and landscaping, I had to do a double-take to be sure it said this was D.C. The people in it are intriguing, too; I wonder whether they were models or actual servicemen and their dates? I like how the polka-dotted woman's right arm is motion-blurred, and how neatly the stripe-skirted lady's feet are pressed together.
