This is Edward P. Warner, Assistant Secretary of the Navy (Air), 1926-1929. Warner was deeply involved in aviation, before and after his post with the Navy. From Wikipedia: "[Warner] was an American pioneer in aviation and a teacher in aeronautical engineering. Besides that he was also a writer, scientist and a Statesman, a member of the Civil Aeronautics Board at its founding in 1938, a Delegate of the United States to the 1944 Chicago Conference for the Convention on International Civil Aviation, and an international civil servant. She can't be painting the insignia free-hand. Either the photo is staged, or she's just touching up the edges. Her arms are resting on the painted surface, so it must be dry. Bad form, resting a paint can on a fabric-covered wing.
