The statue is of Henry Richard (1812-1888) a politician born in Tregaron, Wales. More information about him on Welsh Biography Online and on Wikipedia.

It is the bicentenary of Henry Richard's birth on 3 April 2012 and various events are being held to mark the occasion including a service of hymn singing in the square in Tregaron at 7pm on 3 April, an exhibition of his life and work in the Rhiannon Centre, also on the square, opening on 30 March, a Peace Fair at Y Talbot (Talbot Hotel seen in photo above) with Monsignor Bruce Kent as the guest of honour, and a service at the cemetery in Stoke Newington, London on Sunday 1 April.

This statue (1866) and the one of Queen Victoria (1888 so not around at the time this was taken) have been moved around Queen's Square like a couple of chess pieces. This is its original position, shown on a Henry King photo - More details at www.publicartaroundtheworld.com/Prince_Albert_Statue.html
