Hard to say exactly, but an inexperienced man wouldn't have been allowed to operate the controls when moving the ship around in port. So more than likely one of the 2nd engineers, while the Chief Engineer coordinated the work of all the Engine Room Staff.

I have done some instrument tubing in gas plants, and the tubing here is very well done considering they likely didn't have the benders that we use today.
