This is definitely Mary S. Malone, Delaware factory inspector. There are 3 photos of her with other factory inspectors in the Library of Congress National Child Labor Committee collection. Here's one of them www.loc.gov/pictures/item/ncl2004002787/PP/

The same photo of her in The Caucasian., July 06, 1913, Image 2, column 1. She was appointed the ten hour law inspector in Delaware.
