Buffalo strike (LOC)

There have clearly been plenty of "Buffalo strikes" from a search of the NYT. Perhaps associated with the April 1913 strike "of the motormen and conductors employed by the international Railway Company ." I think the date on the negative is 4/11/13. See NYT, April 12, 1913 BUFFALO STRIKE OFF; MAYOR BRINGS PEACE; Company Takes Back Its Men and Differences Will Be Adjusted. query.nytimes.com/gst/abstract.html?res=9901E7DB1F3AE633A... The article notes that three regiments of the Fourth Brigade, National Guard had been on strike duty for three days. Does anyone know if the uniforms are right for that?
