This appears to be a DH-4M-2 with its steel tubing undercarriage moved forward 7.5 inches from the DH-4B version and 36" x 8" wheels. However, I can't see the center section struts, so it might also be a converted DH-4M-1, i.e., wooden undercarriage legs converted to steel tubing.

"Ruggles Disorientator"? Perhaps a play on words by Mr. Reedy. This is a Ruggles Orientator, a very rudimentary flight simulator developed during the First World War. Here it is featured on the cover of the July 1919 issue of Popular Science Magazine, and in an article on Page 63 of that issue: "Flying without Wings Has Its Thrills - Riding a bucking orientator provides most of the sensations known to the aviator," by Loren Palmer
