Must be Jules Védrines (1881-1919), some biographic information here and here. I don't see a Wikipedia article.

This picture can be eactly dated: September 9, 1912. Jules Vedrines - the French flyer - turns here one of the pylons in the James Gordon Bennett Cup Race held in Chicago. Vedrines flew the Deperdussin Monocoque racer (1912 model) with a Gnome 14-cylinder rotary engine rated at 140 - 160 hp. Competition was minimal, only two other machine were flying (a Hanriot monoplane) flown by Andre Frey and another Deperdussin monoplane (with a lower powered engine) was flown by Prévost. Prévost finished and became second, Frey got engine trouble and did not reach the finish. Vedrines beat during the race the world speed record, setting the world speed record for 20 km (12.4 miles) covering the distance in 6 min. 56 sec. at a speed of 107 mph. Source: Reed Kinert.
