Looks like it might have been taken at Dublin Castle or at an army barracks in Dublin. It identifies a few detectives from 'G Division' of the Dublin Metropolitan Police and other military figures, so it was probably used by IRA Intelligence, perhaps under the direction of Michael Collins.

According to Wikipedia, "Wladimir Rudolf Karl Freiherr Giesl von Gieslingen (18 February 1860 – 20 April 1936), was an Austro-Hungarian general and diplomat during World War I, most famous for delivering the ultimatum to the Serbian government during the July Crisis of 1914."

This is Arthur Giesl Freiherr von Gieslingen (1857-1935) Arthur Giesl Freiherr von Gieslingen (June 19 1857 in Krakow - December 3 1935 in Vienna ) was an Austrian general and director of the Office of evidence , the military intelligence service of the imperial monarchy.
