The Imperial Japanese Navy protected cruiser IJN Soya. As suggested in the handwritten caption, this ship is the former Russian Navy warship Varyag, captured during the Russo-Japanese War. IJN Soya (ex- Varyag) would later be returned to Russia in 1916, and once more sail under her original name. All of the decorations and gold braid make me smile. I wonder if they were meant to intimidate the enemy?

decorations don't scare the enemy. Those decorations are to intimidate his own staff into submission to his command, ie- subordinate anyone on his own side, make sure they're following his plan and not going off on their own plans. Actually, so much decoration indicates desperation, a mask compensating for weekness, as it didn't work, as even his own staff went against him, having their Communist Revolution in 1917.
