Is the tram we see in the distance a Dublin tram or a Hill of Howth Tramway tram?

That's a Dublin United Tramways Company tram. The Howth terminus was at the base of the East pier.

With a bit of megazoom and manipulation, one of the big volumes under the rolls on the table appears to have "ORDNANCE SURVEY OF IRELAND" on the spine, and further down "DUBLIN". Actually I'm guessing, all I can make out is "???????? ???VEY OF ????AND" and "??BLIN"

Must be before 1880, or we would see this building on the West pier. Edit - no, squinting harder at megazoom, I DO see that building, so it is after 1880. Reading the DIA entry, it is a vague c.1880, so not much help. Towards the end of the STP range, anyhow.
