    I'm sure this is Hilo, Hawai'i. Note that river (Wailuku) and railroad bridges. The 1946 tsunami destroyed at least one RR bridge, along with much of the Hilo waterfront... today there is a buffer zone with only parks. Also, when lava flows from Mauna Loa Volcano threatened Hilo in 1935, the 23rd bomb squadron bombed the lava flows to divert them from flowing to Hilo. Seeing the other volcanic and aircraft photos tends to point that way.
