It seems an unlikely location for the anvil? They generally worked on the metal while it was hot and that shoe looks cold in the tongs. Nicely taken shot and I'd be willing to bet that the Sergt. is the man at the anvil!

Probably demonstrating how hard the Atlas' thin skin is when the tank is pressurized. Either that, or this is how the USAF "kicks the tires" when purchasing a new rocket.
