Appears to be Charles C. Witmer who was an early aviator and instructor. He worked with Glenn Curtiss.

J. W. McClaskey at left, standing. A retired US Marine lieutenant who was the chief of flight instruction for the Glenn Curtiss School of Aviation in San Diego. Seated is Army 1st Lt Paul W. Beck, Signal Corps who, along with army officers, 2nd Lt G.E.M. Kelly, 30th Infantry and 2nd Lt John C. Walker, Jr., 8th Infantry, and Navy Lt Theodore Ellyson, formed the first military aviation school in the United States, under the training of the Glenn Curtis School of Aviation in San Diego.

Glider used by Glenn Curtiss to test stepped hull configurations for flying boats. The "step" (a stepped notch at the rear of a flying boat's hull) enabled flying boats to lessen contact and drag with the water at speed, enabling them to more efficiently and quickly take-off. The design has long since been adapted to aircraft floats and boat hulls. Here is newsreel footage of Curtiss testing the above-photographed glider as it is towed at speed by a speedboat at Port Washington, Long Island.
