While trying to figure out what year this photo was taken, I found this blog post: pauldorpat.com/?page_id=1346. The top photo in the post shows a frozen lake with two buildings in the background that match two buildings in the background of your flickr photo. I've made notes on the flickr photo so that you can see what I mean. The blog post claims the photo is of Green Lake and was taken in 1916. You might want to take a look at the post to see whether the information they have corroborates with the information you have.

A story in the Times on May 12 1946, titled "Fremont: A District That Thrives" mentions that in the early days, "The present intersection of Fremont Avenue and Fremont Place was a swamp with the sign advertising Denny and Hoyt's Addition in the middle of it!" Perhaps this is the sign in question.
