Only six of the JR-1 planes were sold to the US Mail Service in 1918 -- as model JR-1B. They were equipped with the 150hp Wright-Hisso A.

I have additional photos of Max Miller with this plane # 1. It is pictured in Lock Haven Pa with my great Uncle Paul Brosious who was the post master at the time. My pictures do not have the mailbag appearing but it is plane # 1.

I take it back... I just looked at the pictures that I have and the mail bag is on the plane. I never noticed it before as it is not as noticeable with the angles of my pictures. I have a series of 9 pictures from the day including one of the plane in flight.

Oscar T. Mackey, he won a price in a tournament of the Angler's Club of New York in 1919, see The sun., September 23, 1919, Page 19, 7th. column "New Eastern Casting Record Set". The sun., April 30, 1919, Page 14, 4th. column "Oscar T. Mackey of the Anglers' Club" indicates that he was active as a angler for a long time ago. It's most likely the same Oscar T. Mackey who was a builder until 1902 (see query.nytimes.com/mem/archive-free/pdf?res=F3071EFA355417...) and was a trustee of the Broadway Savings Institution (see New-York tribune., July 07, 1921, Page 18, advertising in the 6th column) He died in August 1921 (see New-York tribune., August 30, 1921, Page 9, 6th column). His name is there spelled as "Oscar P. Mackey", but he is described as member of the Angler's club and trustee of the Broadway Savings Institution, so I think it's the same man and the "P" is misspelled.
