earliest possible date for this is March 22, 1982 the first launch with an unpainted external fuel tank.
although it really doesn't look like Columbia, with its black chines, which would push the earliest date back to April 4, 1983 - Challenger's first flight. -

I can guess this is most likely from the Tarpon Springs area, as they were the sponge diving capital of the world. The sponge docks along the Anclote river are famous, and to this day still have divers in such suits.
