Looks like a "scout cruiser" of the Chester class, so either USS Chester CL-1, USS Birmingham CL-2, or USS Salem CL-3. They were launched in 1907, and ultimately scrapped in 1930.

Given how often Wikipedia claims Salem was in and out of commission, and a lack of mention of participating in reviews in their description of Birmingham that would seem to suggest Chester herself.
