I guess this is at the Royal Easter Show which was held that year from 1st to 12th April.

It seems John Martin and A.M.Clubb (see sign next to man at left) were associated companies. Here are several adverts from Sydney newspapers for A.M.Clubb, with each mentioning their display stand number 23C Commemorative Pavilion at the April 1939 RAS Easter Show.
