    Should be "K. F. Shah", as he appears several other times in the Bain Collection. I am having difficulty finding any non-Bain biographical sources on him, though.

    Correct: should be Shah. From A Chinese student publication from 1914: He was a foreign minister from China. Earlier a student at Columbia University. Arrived in New York on his way to Washington DC, with his wife, five children and sixteen servants.
