Should be "K. F. Shah", as he appears several other times in the Bain Collection. I am having difficulty finding any non-Bain biographical sources on him, though.

Correct: should be Shah. From A Chinese student publication from 1914: He was a foreign minister from China. Earlier a student at Columbia University. Arrived in New York on his way to Washington DC, with his wife, five children and sixteen servants.

He is Kai Fu Shah (Xia Xiefu), and had been China's Consul General in New York from 1903 to 1908. During that period, he was mentioned regularly in the New York newspapers.
