Cornelius Loughnan features a fair amount in Trove, including this description from the Freeman's Journal of 11/10/1890 ...
" THE HOME RULE TOBACCO MAN.
Mr. C. Loughnan, tobacconist, of the Haymarket, occupied a conspicuous position in the Eight Hour procession in Sydney on Monday. His carriage and pair, which were driven at the rear of the tobacco operatives, were gaily decorated with flags and streamers, and were the great attraction of the procession. Mr. Loughnan being a thorough-going sympathizer with unionism, took this opportunity of showing how much he appreciated the cause of labour by turning out with his fully-equipped carriage and pair, manned by footmen. Mr. Loughnan also showed on a large lorry splendid speciments of the fragrant weed, and samples of goods dear to the heart of the smoker. The well-known Home Rule tobbacco was especially prominent. Two buggies followed, one being driven by Mr. Loughnan's son and the other by his manager. "

Cornelius Loughnan seems to have died a couple of years later on 20/10/1892 at 714 George Street (his residence) according to this 'In Memoriam' notice in the SMH - trove.nla.gov.au/ndp/del/article/14021739. Placed by his wife Eliza, she could be one of those ladies on the awning.

The connection with Cleveland St Public is that the photo has come from this series NRS 15051 Schools photographic colletcion from a file marked as "Cleveland Street Public School". Why the original creators of the file included this image with those of Cleveland St School I don't know!
