Both are described as representatives of the Red Cross in Japan. According to www.historyofjapanguide.com/mysterious-japan-017.htm, Prince Keikyu Tokugawa was a son of Yoshinobu (en.wikipedia.org/wiki/Tokugawa_Yoshinobu).

  Keikyu and Yoshihisa appear to be the same, since Kikuko, who married Prince Takamatsu (a brother of Emperor Hirohito), is denominated as daughter of Keikyu in www.mocavo.com/The-Japan-Christian-Year-Book-1931/590833/23 and as daughter of Yoshihisa in en.wikipedia.org/wiki/Kikuko,_Princess_Takamatsu.
