Harold, a son of Willis Huntington Brow and Louisa Adelaide Wade, went on active duty as a member of the Rhode Island Militia in 1917, the day World War I was declared. Following ground school training at Massachusetts Institute of Technology in the fall of 1917, he reported to the Pensacola Naval Air Station in January 1918 for flight training. Brow served as a flight instructor in Pensacola and at the Naval Air Station in Miami.

In 1923 he established the first world speed record for the U.S. Navy at Mitchel Field, Long Island, in a Curtiss racing plane. For this he holds the Diplome de Record issued by the Federation Aeronautique Internationale in Paris

He was one of the earliest carrier pilots, serving on the first carrier, the USS Langley, on which he made the first night carrier landing. Following carrier duty he commanded the VP-4 Patrol Squadron at Pearl Harbor and later served as Wing Commander of the Cruiser Scouting Squadrons in the Battle Fleet.

In 1947, he retired from the U.S. Navy as a commander and lived in Pensacola, Florida, from that time. He died at age 87 and was buried with military honors at Barrancas National Cemetery in Pensacola.
