Righting an overturned plane -- France (LOC)

Seuss. said:
The plane is a Nieuport 28 wearing the "hat in the ring" emblem of the 94th Aero Squadron. The 94th were training in their new Nieuports in France in Spring 1918.
"Ⓒ C.P.I." is interesting CPI refers to the Committee on Public Information, an "independent" US agency during WWI established to drum up support at home for the war in Europe.

The CPI probably distributed the photo to news photo companies like Bain for them to distribute to newspaper and magazines.

The Imperial War Museum site has another photo that seems to be taken of the same activity and the same train, with the caption:
