This image is in NARA as 111-SC-13999. Date taken July 4, 1918. it was taken by L.t. H. P. Kingmore of the Signal Corps. "Pres. Wilson watching wreaths being placed at Washington's tomb by representatives of allied nationalities." Link (catalog.archives.gov/id/55188148)

The plane is a Nieuport 28 wearing the "hat in the ring" emblem of the 94th Aero Squadron. The 94th were training in their new Nieuports in France in Spring 1918.

"Ⓒ C.P.I." is interesting CPI refers to the Committee on Public Information, an "independent" US agency during WWI established to drum up support at home for the war in Europe.
